The game is set in the fictional Liberty City, which is based on New York City. The game follows Huang Lee, a Chinese-American who is on a mission to avenge his father’s death. As the player progresses through the game, they gain access to a variety of weapons, vehicles, and missions. The game also features a variety of mini-games and side missions which can be completed to gain extra money and rewards. The game also features a multiplayer mode, allowing players to compete against each other in a variety of game types.
